Possible Brake Booster Problem?? 700 1988

A faulty booster will give a hard pedal due to lack of assistance.
There is a solid rod through the centre of the booster connecting the pedal to the master cyl.
Even if the booster is faulty it cannot cause a low pedal.
My guess is that you have not got all the air out of the system, you may need to pressure bleed the system.
Another , but rare, possibility is a flexible brake hose ballooning under pressure.
