should i buy it? 140-160 1968

Hi there Volvo enthusiasts...A '68 145 in my nieghborhood has got my attention. It's only $350, and I've talked to the owner briefly to learn that it has new exhaust, brakes, and tires. He said the only problem was play in the steering...I had a good look at it, and the differential leaks, and there is rust all over the cargo area door to the spare or seats or whatever...I don't know how it got so rusty, considering there is little rust under the car. what would cuase that? I know it must have some issues if it's that cheap...so what I'd like to know is A. should I buy it? B. how tricky is the loose sterring? C. how much does the differential seal cost? and D. would anyone in the Seattle/Pacific northwest area buy it for parts if it had some really major issues I couldn't resolve?
