AFAIK that is named scraper moulding. There is an inside moulding, attached to the trim panel, and an outside one that is attached to the door metal. How it is attached varies with the year of the car.

It's that outside one that hardens and goes bad, or shrinks in length leaving large gaps for water, creatures, and pine needles/tree leaves.

They are not easily found. Cruise eBay, check with all the BBRD advertisers, and contact the Volvo Disassemblers that are around the country.
