Replace turbo on 88 760? 700

My turbo sounds like "a shovel being drug across asphalt" when I start driving it cold. And the boost seems to be less effective even though it's turned up to 11psi. I have 146k on my car. I was wondering how much I should expect to pay a shop to replace the turbo. Is there any advantage to getting a complete turbo, or is the center cartridge enough? Can I upgrade to a better cartridge? My turbo is of the Garret variety. IPD lists center cartridges for $450. Are there better prices elsewhere?
