Vacuum connections to Climate control unit (manual) Diagnosis anyone? 700 1991

I have a small vacuum leak (no surging idle, but hissing from under the glove box when engine under load) and a climate control unit that will not operate the duct door allow hot air into the system, nor turn off the A/C mode.
There are 8 coloured vacuum hoses running from the 3 vacuum diaphrams by the driver's right leg to the climate control unit. Only 1 hose (white one) has any vacuum, 20 in.Hg. Main engine vacuum measured OK at a steady 20 in.Hg and car otherwise runs well. Does anyone know what the normal readings of the 8 hoses should be and/or what the source of the problem may be?
