Mystery part on CIS intake manifold 140-160 1974

I wonder if anyone knows what this solenoid-looking thingy near the idle adjustment screw is supposed to do. One of the two connectors is routed to ground, the other is not connected. I think maybe it has something to do with rpm adjustment as the A/C engages, but am not sure. Would like to know how to hook it up correctly.
