throttle body cleaned, running strange now 200

I just cleaned out the tb on my 84' 240. When I tried to start it it took four tries before it would start. Once it was running it was making a strange noise- kind of a whirring noise- and the idle, at 1100, was too high. I think I did everything right, the idle switch would click on and off as soon as I moved the throttle. Doesn't that mean that my idle is adjusted correctly? Please tell me how to fix this, it's driving me nuts. Thanks.
