Headlight out 700 1989

On my trusty '89 745:
On low beams, my passenger headlight is out. On high beam it works. (all 4 lights work in high beam mode) SOMETIMES, after using high beams for a while, the passenger low beam works again, even in low beam mode. But only until I turn off the key.

Is this a: my bulb failure relay?
b: my hi/low switch
or c: something else

and

Where the heck is the bulb failure relay on this car? It's not behind the ash tray with all the other relays is it?
