Parking brake 900 1992

Help please! Just bought a 940 estate 2.0 and just cannot get the parking brake to work. New shoes, new cable all mechanism inside drums seems to work but the handbrake has no 'grip' and the cable just seems to be too long for the job. Haynes manual says arrows on actuator mech. should face up is this right for both sides? Adjusting the cable from between seats gives shorter pull but still not grip on hills.
