What is this? 120-130 1966

During the course of chasing water leaks and rust, I found this "thing" under the front carpet. It looks like it is meant to hold the parcel shelf that mounts under the dash. I need to know, 1)is that what this does, and 2)where is the parcel shelf meant to mount? (The shelf was attached by sheetmetal screws and plumbing strap to the battery box -- poking a hole in the battery and creating the rust in that area.
