Idle Air Control Valve or Fuel Pressure Regulator Problem? 200

I have a '86 240DL. When I start up my engine cold, it never starts on the first try (either doesn't start, or will start and sputter for a few seconds and die). It always starts on the second try. Can a bad IAC or FPR be the problem? I have replaced the following:plugs, wires, cap, rotor, coolant temp sensor, knock sensor, O2 sensor, fuel filter, air filter, air mass meter.

Any throughts???
