rough/low idle 200 1990

So far, the great people on this board have helped fix pretty much every problem that's come up on my 1990 240 DL, so hopefully you folks can work your magic again.

The car idles low (around 300-400) rpm, often very rough and frequently will idle even lower and die. Otherwise the car drives fine when its up to speed.

Per the FAQ and some archived posts I searched through, I have completely cleaned the throttle body, adjusted the little switch so it clicks when you press the accelerator and clicks again when you release it. I also cleaned the idle air controller and tested the resistance (which was the proper 8 ohms, per my Haynes manual). There seems to be a very slight improvment in how the car idles, but the idle problem still persists.

I tried checking for vaccum leaks by spraying a flamable aeresol around...didn't detect anything. Is there a better method, as it seems to me this is sort of inefficient? Also, there are two small hoses on the top of my throttle body, which I believe are vacumm hoses. When the engine is running and I remove them, I don't detect any sort of suction. Yet when I do the same with other vacumm hoses on the car, there seems to be suction. Could this have something to do with it or are they not vacumm hoses?

Anyone with any ideas, suggestions or similar experiences, please let me know.
