No personal experience, but I believe California EGR equipped 89 240s got them. I have some personal knowledge of the 933, which has the same upgrade hybrid controller as the 951 and the later 561s. The 933 came with a third hand 49-state car I bought- worked fine for years, until I had a problem you probably remember me describing. My conclusion, after staring at them side by side, is the 951 is a 933 less the EGR controller chip, etc. and, perhaps the fuel map in the prom. I suppose a comparison of the 556 and 561 might be equivalent.
