1992 740T Poor Turbo Performanca and CAT question 700 1992

Just had this issue happen last night. Driving up a grade and the car did not seem to be pulling like it normally does. The RPM and boost gauge seemed correct, but the speed was lower and car was sluggish to accelerate.

I have reviewed the FAQ and most of the diagnostics seem to talk to the earlier turbos.

If I have a problem with the turbo, would I still register boost on the gauge?

I looked under the car and did not see the typical CAT, is it possible the '92 did not have one. If not where is it, and does it look different? It is a California car.

Any suggestions on diagnostics other than those listed in FAQ?
