Relays, Foglights and Darkness, oh my... 200

Installed a new set of Bosch Touring fogs on the 240. Followed the instructions to the letter...they don't work.

Typical lighting relay; two terminals, 87, to the lights, terminal 85 to the hot side of the low beam, terminal 86 to the switch (tried two different switches) and terminal 30 to the battery.

If I jump the bulbs directly to power, they light up, so I know they work and I have a good ground. I've tried two switches. Does this sound like the relay is bad?
