I can't say for certain whether your car has EGR or not- it's the California emissions package. There will be an extra plastic and steel device on the front or rear corner of the exhaust manifold, with 2 hoses coming from it if the car has EGR. Most do NOT. If it was sold in NY, it should not have it. If it came to NY from elsewhere, who knows.

Chances are if you buy from a local parts place, they can take one look at the exhaust and tell you for certain. It's probably a safe bet to buy the headpipe for the car without EGR.

I don't think any of these pipes are stainless. They all rust a little anyway, though the rear exhaust parts rust far worse than the front.
To replace it you'll want to get a new flange gasket ($3 or so) and the 3 copper washer-face nuts ("flange nuts" from either Volvo or FCP. VOlvo gets almost $2 each for them but they are great quality and essential to doing the job right. I just bought them for my wife's 88.
You'll want a 16mm deep socket and a long extension to remove this, and you'll be happier if you also have some means to support the exhaust while you replace this. It's kinda heavy.
