Foglights? 900 1991

Hi,

is there a way i could re-wire the foglights so that i could turn it on, without turning the headlights on? thanks. Also, i see that my foglights button has two modes.one to trun on the fogs..and the other i'm not sure what it does..but it illuminates this orange foglight symbol on my dash..
