940 front brakes squeal 900 1991

I recently put ATE discs and Volvo pads on the front of my 91 940GL Sedan.
They've been on for about 1000 km now but when driving slowly (such as
manouvering in a car park) or when the brakes are cold first thing in the
morning they squeal like hell. The pads have a rubber backing on them and I
thought that was supposed to stop squealing. I cleaned the calipers and the
brackets and got the runout on the rotors down to 0.002" which is within the
Volvo spec. Should I try applying some sort of anti-squeal paste to the
pads? Has anyone tried the Volvo shims? Did they work?
Any advice is always appreciated. Oh, the car has Girling single piston calipers and ABS.
