slow idle on cold start after air mass meter change 700 1988

I looking for an answer to why my 760 Turbo is idling too slow after I had a repair done. The garage installed a new air mass meter. The problem started with the car quiting when my wife was driving on the highway. The garage found the problem to be the air mass meter which they changed. Since then it idles too slow on a cold start causing it to stop as soon as it is put in drive. I've have had it back to the garage several times without success and am now questioning if they know what they are doing. It idles at about 600 RPM's.
