New to emission testing 140-160

Here in New Zealand it was announced today that emission testing will be introduced in 3 years time, probably based on the UK test procedure. Was a shock at first, but after researching the UK MOT I've found that pre-'75 only goes through a visual check, and I was reliefed.

Is it universal that pre-'75s do not get measured? I know that around '71, when my car was made, there was a requirement for I think the US market and some quick modifications were made to comply, but that was for a new car. My question is about (bi)annual emission testing.
