What is this loose hose near my gas tank? 200 1980

I was going to change the rear brake pads on the wagon today, when I noticed this hose hanging loosely under the car...

Here's a picture. The hose I'm talking about is pointed at by the red arrow:



Now, I got under there, and followed it with my hand... It feels like it connects to something above where I could see on the gas tank.

Any ideas? Might this be the reason why my car has been running kind of rough with less then a half tank of gas?

Have another question, but will ask that in a seperate thread...
