240 not starting - bad ECU? 200 1984

The latest in a series of issues:

My 240's not starting - or starting and then dying immediately after. I pulled the plug on the AMM and it started. Repeated process a few more times until I was quite sure it had to be the AMM. I just got a new one in today, installed and started - same thing, started and then died immediately (and then wouldn't start again). I unplugged it and tried to start - nothing, now it won't even start with the meter disconnected. I've checked the fuel pump relay, it's got voltage and jumping the wires doesn't get the car to start. I know there's pressure from the fuel pump (relieved when I attempted to remove the fuel filter a few minutes ago). Are the symptoms consistent with a plugged fuel filter? Or a bad ECU perhaps? It's possible that, while testing the AMM, I plugged or unplugged it with the ignition key on - does this kill your meter or your computer? Is there a way to check that without taking it to a shop?
