240 Ohio emissions 200

Looking for information re OHIO emissions testing and problems other 200 owners may have had with the new "NO" requirements.
Family owns three 240s 2 x 1993 and 1 x 1989.
The two 93s were tested same day at same station and both passed, but the 89 was tested a month later and failed miserably. The limits for NO emission is interesting and I was unable to get answer's at station about why such a wide variability in set limits for same model and year vehicle. One of the 93s with 70,000 miles was allowed an NO limit 1026.0 and the other 93 with 101,000 miles was allowed a limit of 878.0 and passed by 2%.
The 89 NO limit was 1313.0 and it failed. These limits obviously are probably related to ambient temp, time of day and or phase of moon maybe.
Would like to hear from owners with B230 240 Volvo model who have failed the NO test and hear what the causes were.
