Test-Resistor for SRS: necessity ? 700 1990

Is the test-Resistor for the SRS necessary for Code Retrieval or Reset ?

Was only able to get codes ONCE from the SRS diagnostic as per SRS FAQ{ wire from fuse box to cig. lighter GND }.

After that, SRS light stays on.
Battery disconnect-10 min. wait then-reconnect changed nothing: SRS light still ON.

Does the SRS test-resistor need to be used to get definative codes, or reset the SRS system properly ??
