Code Questions 200 1990

Just got my Bently manual last week and checked the codes. According to the codes, the O2 Sensor is bad, and the mixture is rich. I tried to reset the codes, as I have only owned the car for a year and have never checked the codes before, so that I could double check the O2 sensor was bad. The codes would not reset. I followed Bently, but no luck. The symptoms of the car indicate it has an ICV problem (starts quickly, idles really low, until warmed up then idles really high). Sometimes while driving, or rather when stopped, the idle will be eratic, high then low then high then low. My question is this: ICV or O2 sensor, and is there a special trick to reseting the codes?
