Cruise control inputs 700 1991

While replacing the speedometer in our 91 745T I noticed that the cruise control would not engage when I had the car up on jackstands. I had the car in Drive and traveling 60mph. When I would try to engage the cruise I could feel it engage momentarily but that was all. As soon as I took it out for a test drive it worked flawlessly as it had before the speedometer was replaced.

What signal was missing (or perhaps present) that prevented the cruise control from engaging?? My only guess was that perhaps the ABS had something to do with it because the front wheels were motionless. Anybody know?
