Brake Screams 200 1990

So the brakes started screaming a few weeks ago. No, not screech, but a loud, everyone look at me kind of scream. No problem, I will change the pads. Got a set of pads from the local parts store and disassembled the front brakes. Old pads still have over half left on them. Oh well, might as well change them while I am here. Rotors nice and smooth, no grooves. Put new pads on with brake goop to stop squeal. Take off for test drive around block, scream gone. Cool. Driving later that same day, scream returns, louder than before. Inspect rear brakes, still good. What now? Mechanic (who will not work on Volvo's b/c they require too many special tools)seems to think they are glazed, whatever that means? Our local Volvo dealer, who by the way also sells every Euro expensive car made, tells me that you can't turn Volvo rotors. I am knew to Volvo's but that sounds like B.S. to me.

What do I look for now? Can I turn Volvo rotors? Can I take an emery cloth to them to knock off the glaze?
