'81 244 - timing procedure? Bucking, bad gas mileage... 200

I have to adjust the timing on my GF's 244. Anything special about it? Set it at idle? How much?

Also, the car buck sometimes randomly(once) and gas mileage is pretty bad. About 150-200 city miles on a tank. Tune up has been done but timing could not be adjusted since the dist. appears to be siezed. I will try to un-sieze it and adjust the timing since the mechanic told me it's off by 5 or 8 degrees, can't remember. Any input on problems is welcome!
