Listen to the others. They give good advice. Rotors should be replaced in pairs. This gives you the best chance to maintain braking action, and you don't want the thing to pull, now, do you? My opinion on turning rotors is that if you do the resurface job will not last. Thinner metal is more prone to warping than the origional.

As for the parking brake, I made it an annual PM job to free up and lube the cam actuator mechanisms. When you pull the rotors off you will invariably break one or more of the clips that hold down the parking brake shoes. Try to have a couple on hand before you take the car apart, or have a means of getting some when you find out how many broke. You can't break more than four, and they are easy to come by if you have a recycle yard handy.
