HELP, PUT NEW ENGINE IN AND STARTER KEEPS TURNING OVER 200 1987

Hi, we are new to the board, heard about it from a fellow lover. We have a 1987 240 wagon that we just dropped a new used engine in. Got it ready to go, put the ground wire to the battery and the starter just kept turning over. This is a new rebuilt starter from NAPA. The solenoid went bad while we were working on the car. It is a used engine, but guarenteed to run. The cables appear to be hooked up correctly to the starter, but we are at a loss as to what this would be. Any advice would be appreciated! This is the first time we have done this with a volvo.
