in-tank oil pump failure? 200 1984

I've been investigating my no-start situation, found this: while taking off the fuel filter, as a matter of curiosity, I unplugged the hose from the tank to the main fuel pump. Routing it into a jug, I turned over the engine... nothing, not a drop. I checked voltage at the pump, which was zero on one of the wires, 6.5 at the other. There was no noise coming from the pump at all. Should I go ahead and call this pump failure, or is electrical failure still a possibility?
