The FI relay (rectangular, 6 terminals) is over by the driver's left knee - maybe tucked down behind the side panel. Take the under-dash "hush panel" off to look for it. It should be the only one with a Yellow/Red wire. The terminals are:
30, Red wire, 12v input from Fuse 7 to relay operating armature/point
15, BL/R wire, 12v with Key ON, via Fuse 13. Part of an "AND" condition to energize relay coil
31b, W/R wire, pulses from Ign. Coil negative terminal. The other half of the "AND" needed to pick (and hold) the relay. Easy to see with a Test Light. Not sure how it looks with a meter.
87, YELLOW/RED wire, 1 of 2 outputs. Feeds the 12v from input (30) to Main pump, and to fuse 5 for Tank pump
87b, Blue wire, the other output. Feeds 12v to Aux Air Valve heater, Warm-Up/Control Pressure Regulator, and picks the Lambda Relay on the fender rail (Lambda=mixture control circuitry).
31, Black wire, relay coil ground.
Check out Trev29's hint too. That resistor is in the Ignition coil primary when running, but bypassed for starting. It's failure would fit your symptoms.
Also check the wires + and - at the coil. Especially the R/W on the negative terminal. I think there are 3 of them, and I've seen those crimp terminals break with age.
