'92 740 Speedometer won't go below 8mph at Stop 700 1992

I replaced the speedometer with a used one. The connection at the rear drive was checked and OK. I now have a problem with the needle starting at 0 when starting the engine. After moving, the speedo reads 8 mph too high.

How can this be corrected? I've heard of checking grounds. Don't see any special grounds on the back of the instrument cluster. Where else do I look on a 92 740?
