RPM signal to ECU 200 1986

I have a 86 240 DL with LH 2.2 fuel injection. The car stopped while driving and would not start. I replaced the Main Relay and the ECU. No luck.

I'm using the Bentely manual to troubeshoot. On page 241-11 I went through the Main Relay Test. The 86/2 coil is not picking up. The book says that the ECU turns on this coil when it gets a RPM signal. The ECU Test checks for the RPM signal at term 1 of the ECU. I have 12V as required, so I assummed that the rpm signal was OK so I replaced the ECU, but still no luck. HELP
