740Turbo Airbox question 700

Recently I found out that my Air Filter was missing from my box and this prompted me to start checking out everything. There is this part in the middle of the airbox on a spring that can be pushed Left or Right but stay center. Two questions for you guys looking at the pic.
#1 Whats the purpose of this?
#2 What is this part in the airbox? the right side is missing the hard foam that the left has so I think I need to order a new one.
