Loose water pump bolts again. 700 1990

I have resealed the water pump about four times now. The first two times it was for the O-ring. Thanks to Mr. Sargent that has been fixed. The last time and now the bolts have been loose. I used the spring washers that came with the kit but the bolts have backed out again. This time I did not make it home but that is another story.
What do I do to keep the bolts tight short of using red Loctite? I was able to talk the parts man out the new bolts that came with a new pump.
