trailer hitch for bike rack.

I have a used trailer hitch I am trying to install to use a htich mount bike trailer. I do not want to cut the bumper cover on this 95 sedan since when I get a permanent wagon the hitch will be installed on that permenantly. In short, I am temporarily installing this hitch. Can I safely use washers to lower the hitch so that it is below the bumper cover? The most the bike rack will carry will be 2 bikes 20 miles. I figure with 10 of those giant bolts 1/2 inch of boltswashers won't decrease its sturdiness. This would be a different story if I were to haul a boat or something. I know I'll have to bend the muffler shield a bit but I already removed the lower skirt and tow eye but was fouled by the last 1/2 to inch of bumper cover.
