Even with a Mitsubishi turbo there are bolts? They sure look like studs to me -- although I can't very well see the back of the flange (facing the engine) since the clearance is so tight. Hmmm... The FAQ mentions this special tool, and actually recommends a different torquing procedure than that which you've described. What year was the TSB released, and is it for Mitsubishi or Garrett turbos?
