FPR help 700

I tried to start my '89 745 B234 the other day and it wouldn't catch. I charged the bat. and tested fine (it's a few months old). The tach sputters so I know I'm getting spark. I though that I should prime the fuel rail so I turned the main pump on and off a few times (with the ignition switch). At this time I noticed a fluid, hopefully not gas, flowing through the clear vaccume line from the fuel pressure regulator to the intake manifold. What does this mean? I called my local dealer; he said a new one would be $75. Can I get one cheaper somewhere else? If the fluid isn't gas, what is it?
