1991 740 Electric Fan Ground connection? 700

I just bought a 1991 740 and am trying to get the Electric Fan in front of the radiator running. The problem appears to be the ground to the fan motor. After checking all voltages, swapping relays, and shorting the thermostat wires with the switch on, I used my exacto knife to pierce the ground insulation just below the connector to the fan and the relay latched and the fan ran. I can't find where the ground is made? I am measuring about 4 ohms between the fan connector black wire (ground) and actual ground. I believe I probably have a dirty connection but sure can't figure out where the ground connection is.

Also, what is the other relay next to the fan relay for? They are the same part no.
