bumper bracket/captive nut problem 120-130

Where once I lurked, I now post...

While removing the front bumper bracket, I found that one of the bolts turns (is quite free to wobble around, actually) but won't loosen. Seems like there's a captive nut inside that box section that's come loose. I haven't been able to find any way to get a wrench into that box section. Has anyone else ever encountered this? Do I have to hack a hole somewhere to get at that formerly captive nut? I thought about simply sawing through the bolt, but I don't know how I'd put it all back together again.
