bumper bracket/captive nut problem 120-130

The captive nut is supposed to be welded to the bracket. If it is loose
you probably can saw off the bolt and then when you get the bracket off,
get the nut welded back into place. Probably a good idea to push the inner
plate back in some- if it was tightened enough to get the nut loose it was
also probably enough to bend the plate.
