All Idiot lights come on. 200 1984

Idiot lights all come on, batt is brightest, others go mostly out with high rpm. Alternator putting out 13.5 volts. Cleaned battery grounds, all fuses and fuse holder prongs. Have pulled out instrument panel to check on temperatue compensation board. I do not see one. I have the pictures from Don Foster for an 86. Is there a compensation board on an 84? If so where do I find it? If not, do I need to look for ground points for the instrument panel? Where would these be? Any other ideas?
