It may be the cable that snapped or worse the gear in the transmission. Try pulling the cable out at the cluster end. That will tell you.

" should I get one from a junker, or new? "
If you can find a junker with the same transmission (dif lengths for auto or man) then pull it. Volvo wanted $64 CDN for cable when all I needed was the wire. So looked around and found generic speedo cable for $10 Cdn in auto place. Requires cutting and crimping on square end. Make sure you crimp on straight else cable will wobble and cause jerky speedo.
