'Lumpy' steering 700 1990

Don't know how better to describe it. Steering is stiff usually between 11 and one oclock (angle, not lunchtime), but if I wiggle it a lot it loosens up, but appears at some other angle. When going through the full steering range, there are hard or stiff spots that cover about 30 degrees, then smooth for a bit, then stiff spot again. Fluid is clean, pump belt is tight, no squealing from pump or belt.

Is this sign of sick rack, or something else? It's been developing over last few months.
