1992 Volvo 940 Turbo maintenance - computer chip 900

I have in my possession a 1992 Volvo 940 Turbo. My sister brought it in for a repair and was told that a $1500 computer chip for the engine alert needs to be replaced. Is this guy blowing hot air? How would I determine if this indeed needs to be done and can I do it myself. Where would I get this computer chip?
