Tach Questions 200

Just installed tach in clock spot and was wondering if all tachs should be at zero when stopped. Mine reads less when stopped. Was looking at ebay and noticed that once in a while 1 would be less than zero and sometimes a little greater. Don't want to adjust needle if it was adjusted that way at the factory for accuracy. It was from a 1984 GL so its also possible that the zero feature was added later. A read that the needle can be adjusted but this might be asking for trouble.
