Instrument Clock

I've got a tiny problem with my instrument panel. My Analog clock works just fine, but I can't set it. Pushing the knob in and turning it does nothing. I removed the instrument panel. There is a gear mesh at the end of the shaft from the set knob. These gears mesh behind a clear plastic window. Both the gears turn so I know the knob, shaft, and gear mechanism works.

Has anyone had this problem? It's obviously not critical (since the car doesn't start now) but it's more than a little annoying since the dash clock is one of my favorite aspects of brick style.
