1991 740 Low Brake Pedal 700

I bought the car 3 weeks ago. There is no ABS on the car. The brake pedal goes much lower than the other 740s I have owned, kind of an unsettling feeling. I bled all 4 brake clipers, including both places on the front calipers for a total of 6 petcocks (or whatever ther're called). Still, the brake pedal goes down quite far. I noticed that there are new brake lines just after the flexible portion. They are nice new shiny metal. I don't know whether air could be captured in the new lines. The brake is not spongy so I don't think there is air in the lines. I have a master cylinder off an 87 740 I could put on if someone thinks the problem could be the master cylinder. Also, is the 87 740 master cylinder interchangeable?
