sagging front bumper 700

My front bumper on the driver's side is sagged because it is missing the two bolts that attach it to the front absorbers. So I thought it would be an easy fix to grab some bolts from the junk yard and just put them in. I was wrong, for some reason the holes will not line up, pushing and pulling in every direction and then trying to put them in still doesn't work. I'm pretty sure my frame isn't bent, but maybe the bumper or absorber is broken or bent? Any advice would be great.
